Bullfrog tadpoles are not like toad tadpoles which must develop completely during the Spring and Summer. If Bullfrog tadpoles hatch too late to develop, they simply winter over. I have seen them swimming beneath the ice in the Winter.
Probably Woodhouse Toad tadpoles.
