I was unable to identify this lovely flower for years until I got a suggestion from Allen Crockett, author of the book Peaks Plateaus and Plains: The Ecology of Colorado.  (He is working on a new edition.)  He suggested it looked like a Bidens–and there are many of them.  After a search I finally found it.  It is related to the Threelobe Beggartick found in this grouping of River Plants.
